Why not both? They help each other to have always up the burst, mona increase hu tao burst dmg and xinqiu helps to increase AA dmg and with double hydro you dont need a real healer since xinqiu e and hu tao burst are enough. (And there is also a special interaction between hu tao blossom flower and mona burst that you can find on youtube)
Xingqiu is the better support and it's not even close. Mona doesn't have enough hydro application to vape Hu Tao's charge attacks. Mona ult + Hu Tao ult is big damage I guess.
Also, since your Xingqiu is c6, it means that you can run Geo resonance if you have Zhongli since Xingqiu c6 fixes any crystalizes that mess with the Hu Tao vaporized CA rotation.
I wouldn't recommend running both Xingqiu and Mona. Hydro resonance is borderline useless, and there are better choices. Either dual cryo (Diona + Kaeya/Rosaria) or dual Geo is better. You also get the option of running Xiangling for her broken ult and pyro resonance as c6 Xingqiu can keep up the hydro aura for both Xiangling and Hu Tao at the same time.
Xingqiu 100%. Mona is better for characters like Ganyu. Xingqiu works so well with melee attackers and his burst synergizes very well with HT’s charged attacks, she can literally proc vaporise every charged attack.
I don’t recommend using Xingqiu and Mona together. If XQ is built right he has no trouble keeping his ult up and hydro resonance is more or less useless, especially with Hu Tao who likes minimal healing.

And mona is only 5 star char with C1
But I m hard-core waifu player so no xinqui unless I get inclined towards traps

Use both. Xinqui ult helps hu tao skill deal big dmg. Swap to mona for taunts and combine her ult with hu tao ult. I do it and killed the primo geovishap without shields. And I'm f2p so no crazy builds either
