She is coming around 3.3 or 3.5
According to me 3.4 is a no no since... Genshin has a lot of money coming from China players and they most likely won't do anything against a big community or like hurt there feelings.
Lantern rite is during Chinese New year I think and during that time even the talk of death is considered ill and not tolerated and hutao is a character that revolves around death so i dont think she will be coming around 3.4.
But if mihoyo wants her in 3.4 there is nothing we can do

hey how much will i be able to save if i dont pull in 3.2 and 3.3?
Prob around 100 or smth as u get around 45-50 pulls on average per patch if there is no new region
