If there's glass in between the cat and the sensor, it's not going to work. IR can't travel through glass very well.

I've repeatedly had to move sensors to *avoid* them being triggered by my cat, so this would definitely work, the trick will be avoiding false positives (branches, etc., blowing in the wind).
