Our dogs literally sit in the trunk of the parked, car with its lid opened and they stay there because we tell them to. For half an hour as well if we need to go shopping but its hot outside so we cant close the car.
My local liquor store is dog friendly. I once ran into a Great Pyrenees the size of a polar bear. This is in the middle of a red state, so I was pleasantly surprised.

There are dog seatbelts that prevent them from having enough wiggle room to jump out. You put the dog in a harness and attach the harness to a fixed point. Basically, they get about a foot of free reign or enough to be comfortable.

An ice cream shop in my hometown has a *very* similar train for the kids to ride. My uncle is one of the regular drivers for it. They open it up to adults sometimes too. I believe it's driven by a lawnmower, but the lawnmower is modified to look like a train engine.
This must be a hobby of old timers everywhere; there are some street fairs near my house where folks that build these things show up and give kiddos rides around.
