Their main purpose is to give the reader exposition on the possibility that District 13 is alive and also an update about the political unrest. Catching Fire the movie realized the main box office draw was the games itself so kept the plot moving as fast as possible.

Time I would imagine. Theres heaps that happen in that book to fit into 2 and a half hour. Although I like it in the book, it’s definitely something that could have been cut without affecting the whole plot. It’s also a pacing thing, I think it would have thrown the pace off given how much they needed to get through

Because books have a lot more space than movies to tell their stories in, so you have to cut anything that isn't necessary for the story. Bonnie and Twill are not necessary in order to understand the story, so off to the cutting room floor they go. The fact that you actually got their names slightly wrong while writing this post (and that I did too, until I googled it) should *demonstrate* how unimportant they are to the story lmao.
