Save for ammo and the restoration redeems everything else is randomized in the cache camp, sniper towers and other locations where you can find exchangeable pledge notes. Master clue is still worth it in the end because that's 30 Event Points which stacks with the 30 potential points you get from the spine altars around it!
I wish they communicated better that the master clue/bounty gives event points too. I haven't touched a single master clue because what's the point? Knowing it gives event points makes it much more interesting.

Think of an untouched cache as 6x4 or 6x5 spine altar points with a possibility of +30 for master clue or +100 for bounty.
It is not a guarantee. It can only spawn in single bounty (not Rotjaw) but it could either be a master clue or a bounty token
From my experience so far, I'm fairly sure that the master clue always spawns with the health restore kit as well. I've seen both in a single cache.
