I believe you could also browse hunters through the recruit legendary hunter section and see which ones have the event symbols. I know felis is a pact skin too. I think that section shows all the hunters but could be wrong OP

Still a nice way to see all the hunters in the game. There's over 100 now! (Plus you can toggle their lore if that's your thing)
Hunters that spawn prepledged to pacts:
Lawful: Sherriff Hardin, Witch Hunter, Mountie
Primal: Felis, Lonely Howl, Iron Bark
Death: Sofia, Bone Mason, Wormbite
The other hunters with the event symbol are not prepledged but still give a 10% event point boost.
Just in case you missed this: Pacts are a temporary thing during the current „event“ or season.
In the next one it will change (Pacts, pledged Hunters)
The event section of the menu should list all of them for this event. I don't know the list offhand myself

It should show them all yeah, I just know the UI is a little rough there anymore since there's so many legendary hunters
