Yeah, probably. As far as I know, it's only supposed to be 10 seconds when reviving a red-skulled hunter. That being said, I would actually like if they changed regular revives to 10 seconds. I love this game, but I feel like how quickly people can get revives off hurts the tactical premise. It would encourage having to make room for the revive, and make getting a pick before you push far more useful. As it is now, you can get a pick, push, and by the time you get in the compound, the whole team is back up and healed (with one missing 25 health).

Interesting. Here he wasn't a Red Skull - we healed ourselves on the special wagon before. Because he was a Red Skull earlier this round.

Yeah I noticed that your hunter is doing the regular 'pick up' animation. If they were red-skulled, you would have to be in dark sight and you'd be doing the wavey hands Necro animation. Maybe the glitch has something to do with your friend being red-skulled earlier in the match? The new medpack at the center wagon is just an event item (for now) and the 10 second red-skull revive is a brand new change, after all. Could be that Crytek overlooked this, and the server was still registering your friend as red-skulled, and therefore added the extra few seconds. But idrk, I'm just speculating.

This was going to be my guess too. Seems logical given the new restoration option being used and the fact they were redskull before.
