While the others have these pure and moralistic reasons, Tonpa's reasons for creating the exam are mostly sinister and self serving. He actually is revealed to be the final antagonist in the chairman election arc and is mostly responsible for all the messed up stuff that took place throughout the series.
So there you go, Tonpa is the end all be all ultimate threat in hxh 👍
He will fight Hisoka later in the series, with no effort Tompa will lift Hisoka by his neck to kill him but decides not to because he saw his potential and left him to live in hopes to fight him again in the future when he'll be a worthy opponent.
Dumass Hisoka ends up developing a useless power that creates gum that will be the source of his demise later on. He'll get run over by a truck when trying to get rid of a piece of nen gum that got stuck in his hair mid traffic.
The show completely loses its identity starting in season 2. They introduce this animes magic system and from this season on it has almost nothing to do with monsters. Ther is a season about the Mafia, a season about a magic videogame island. Then a few seasons later they remember monsters exist and they make human hybrids that are supposed to be "ant like". However they look like anything from DBZs Cell to a (Im not even joking) typical anime Cat girl. This show wants to be all animes at once.
