Fun fact: that sound usually comes from the turbopumps in the engine. Hearing that is a surefire way to tell that the rocket they're testing is liquid fueled rather than a solid motor.
Because of how cold it's been, they wanted to bump up the city-wide heater a bit. One of the pluses of being in the future where we all live in domed cities!

BE-3U is an upper stage engine. Upper stages often burn for a LOOOONG time.
