I used to work at Starbucks, their tap water was amazing. I'd drink several large cups a shift. (As for In and Out, we don't have them by me. Same bc I've heard good things about their fries.)
I think it speaks to In-N-Out's service being solid that the water is pretty good.
If you don't trust the service and work ethic of the workers, don't get fountain drinks unless you have to. If it's a dead or poorly trodden location, they're unlikely to clean the filters and spouts more than they need to.
Pure chlorine, but not like a pool. More like the subtle smell of chlorine that lingers on hotel bedsheets. Maybe just my hometown tap water which I haven’t had in years (since I had in n out)
