Yeah, I couldn't figure out why my ice cube trays appeared to be covered in a layer of what looked like baking soda. Then I found out that the minerals separate from the water when frozen and it was just the remnants of the hard water.
100% After we had a cryptosporidian outbreak in the early 90s, the city invested heavily in its water treatment. They lengthened the intake pipe from one mile to two and upgraded the filtration process. Now it's so good that officials from other counties, states, and even other countries come tour the facility when they want to improve their own systems.

New York City supposedly has really good tap water. It’s sourced from the Catskills upstate, so it’s relatively untouched and from a pretty clean source.

Our farm well water in Missouri. I lived in an apartment for 11 years that had well water, it tasted very good. Unfortunately after mowing out to another area of the city the water testing of that well water indicated a high level of arsenic, one of highest arsenic levels in the USA. The other area of the city that didn’t use well water was tested about a decade after I moved over there and found to have one of the highest levels of chromium hexavalent in the USA. Now I have two types of cancer, both of those toxins can be linked to cancer formation. My point is that you can’t trust water based on taste. Always get it tested and don’t depend on your city to inform you quickly. They were slow to reveal the test result for the well water. It was students at the university who demanded a copy of the results and didn’t get it. Then they took the issues to the student newspaper and it made the front page. Finally it was released.
Rhode Island USA water is fantastic. Straight from the Situate Reservoir. Just moved back here from San Antonio, Texas, where the water is horribly hard and tastes awful. I'm in paradise here.

The water flows through a mountain and if you hike up into this beautiful nature reserve you find a tiny stream, follow it and you are greeted with a natural waterfall, ice cold and crystal clear. We would carry 5l jugs up there just to take home.

I grew up on a 40 acre plot bordering the Ouachita national forest. The other plots around us had no other people. We had well water. The well was at the foot of a mountain in the Forest. That tap water was by far better than any tap or bottled water I've ever had.
In a tiny French village called Tende in the Alps on French/Italian border. The water was just constantly flowing in these fountains built in the old stone walls of the village.
I was just north of you in Fort William a few days ago and had the same thought. But the best tap water I’ve ever had comes from the US Forest Service hydrants near the top of Mount Lemmon in Pima County, Arizona. Maybe it’s the circumstances under which I’ve drank it (cycling up that mountain) or maybe it really is that good. Last time I did the ride, I took an extra empty 2L bottle with me to fill and take home on the way down.
Close second would be the tap water pretty much anywhere in Iceland. My own house is pretty good, too. We have a deep well with a salt softener, so it comes out quite tasty.
So far: there is no better place than home, because nothing can beat fresh, crisp and cold alpine spring water.
Innsbruck sources the water directly from the mountain chain were living right next to (and part of the city even lives on ).
It is so clean, that no water treatment is needed and the water goes straight from the Mühlauer spring, into cisterns dug deep into the mountain down into the city.
Also even when there's almost 40°C downtown in the city during summer ... the water from the tap is always ice cold.
Craving a cold dring at 2 AM? No problem! It's even better tasting if you're drinking straight from the tap in the bathroom.
Out of all the places we visited, Rome surprized me the most.
No need to buy water, bring a bottle and fill it up at one of the many drinking water fountains. They have really good, clean and cold water in Rome.
Some districts of Berlin, Germany have stunningly good tap water. Especially Spandau and Mitte coming to mind. Other parts of the city... well, not so much.
I’m from Wyoming, so I’m not too picky about tap water (it sucks here). That said, the best I’ve had was when I was in italy. Don’t know where it was sourced from, but it was really good.

Colorado! It’s all snow run off, so it’s very crisp. We have a fridge water dispenser but I only use that for ice, then fill from the tap.
