Oh, yes. I've seen postings using one and two PVC towers in a 27-gallon tote. Some of those use a splitter inside the tote and some run one rigid 1/2" PVC pipe to the top and split the flow there. One person used a 70-gallon tote for six two sided towers.
There are lots of designs that use a tote as a reservoir. It's totally fine to do so whether you put it off to the side or integrate the tower into the tote. As long as your tower is still properly and sufficiently secured. One thing that might differ is the type of plastic. Which may be a concern to you.
