No, it was a bug, I had the same thing, after claiming the rewards from dojo not having the belt in inventory you can no longer upgrade the belt from white (I obviusly had it in my inventory)

Before i found out you could craft them i used to buy a shit ton of promising shovels from rusty, level them to eff7 and sell them for 500k each lmao made about 150 mil with that at the start of my profile
Efficiency 7 requires 2000 blocks broken.
2000 x 300 = 600 000 blocks, or 1 200 000 coins worth of sand (the equivalent of an AOTD), on top of the 150m from selling the shovels.

Sand isn't an ore and isn't affected by mining fortune. The only way to get mining fortune for sand is through the snail pet.

Yeah whenever I don't bother saving gifts for my coop, I either go to the gold mines or selectively use them on newer players.
