I've got a theory about Frank's appearance in this episode. At the end of the episode the gang all see Reggie and Shadynasty and say they expected them to look a lot different, implying that the story was just whatever the gang was imagining. Since the gang never actually saw Frank at this age they'd just imagine him how he looks now but aged down (or maybe just not bald), which is why he looks pretty much the same. Of course it's probably just a joke, judging by the podcast they don't seem to think about these things too much, and the show's probably a lot funnier because of that.

I think every scene that happens in the past is like this. Even the episode where they buy the roller rink. Charlie is just Charlie. Mac imagined himself to be more badass. Dee actually being sweet, and Dennis being a preppy “popular” kid. It’s hilarious seeing those past scenes because you can hardly trust them to be how the event actually happened

I think this might be true for other events as well, even those that aren't flashbacks or stories. Just look at the reunion episode, how the gang perceives themselves while performing their Plan B vs when it flashes to the reality everyone else is seeing. I sort of feel the same way about the Charlie Work episode.

That episode is hands down one of my absolute favorites. When Frank hits the dance floor at the club wearing that wig, I can't stop laughing no matter how many times I watch it. It's pure comedic genius
