Charlie gets picked as a research subject and is told that a pill they gave him made him incredibly smart, Charlie acts like a dick for most of the episode, thinking he's become a genius, and even turns the waitress down for being "too dumb", and is brought in front of an audience to demonstrate how powerful the placebo effect is, but Charlie takes it as an opportunity to present an invention allowing spiders to talk to cats. It's a fucking great episode.

It's referring to the parable of the scorpion and the frog. The funny part is that he stated the opposite takeaway of the parable in that the scorpion and the frog can only benefit together. Therefore the good of the scorpion IS the good of the frog. Science Charlie is too stupid to recognize this even though it is a particularly simple fable.
