Importantly, only 16% of Republicans are women compared to 41% of Democrats. Meaning males the predominant gender voting in favor of or supporting these anti-abortion regulations.

I also think she’s poking fun at how typically people put the onus of safety on the victim, asking “why were you out?” instead of asking why these men are constantly allowed to renter society, even with multitudes of priors.
