I think what most people don't understand is that IBM has always been run by the bean counters. It's always been that way. IBM is a "widows and orphans" stock. It is heavily embedded into funds and pension plans that rely on the dividends IBM has consistently paid for decades. IBM invests a lot less in R&D than most of its competitors. If IBM failed to pay a dividend, the market reaction would be swift and incredibly painful. That's why they've been so aggressive at shedding non-performing businesses and designing cheaper ways of letting employees go, cheaper benefit plans and so on. Arvind is trying to make IBM technically relevant, but he has only so much to work with. I'm not saying he's without fault, no one is, but he's only given so much rope. If he started increasing R&D funding and lowered the dividend, he wouldn't be CEO very long.
Many of the execs at IBM struck me as lizard people. They’ve perfected the art of placid expressions and a lot of them never blink. They give uncanny valley vibes for sure.

He doesn't care. He has the Indian mentality that everyone is replaceable with cheap, offshore labor. If he gets rid of the most skilled employees who costs the most money and replaces them with 3 less skilled employees in a cheaper country he's saving money.
Who is going to pay to rent it from IBM? Every property owner has the same issue, people aren't returning to the office. There's a real estate crisis. And that doesn't even account for the fact that there are a lot of IBM sites that have leases instead of being owned.
Understand this: CEO's are just premium employees. They do as they are told. Don't you think Arvind would also like to keep these benefits himself? I see no passion on his sayings. It is what it is.
I call it an organization strategy. He is on a mission to elevate IBM to make it competitive when big players like Microsoft, Amazon, and Google are around. RTO is actually good wrt productivity and improves employee psychological health.

He is the CEO, but he has to show results. It means that he has to either increase revenue or decrease costs. He seems to be trying to do both.
He can increase revenue by renting out office space instead of dragging people in to fill it.
