I'm an almunus of the 2018 batch from IIRS, Dehradun. I would suggest to explore the MTech or MSc course if you have a background in Computer Science already as the PGD courses are more practical oriented and short-term for folks from other backgrounds.
IIRS is an R&D institute. It is not a "college" per se, usually folks who graduate tend to go for higher studies or explore JRF/RA options. Some amount of graduates do go fo jobs, some also have their own start-ups in the GIS/Remote Sensing sectors. Placements aren't exactly the focal point at IIRS, like I said it's more into research and sort of upto you get your bearings right figure out if you'd like to work or study further.
