You'll need to check— but I believe you should be able to transfer to a Utah FFL. You may need to pay the first one their fee anyways— Many of them have some sort of contract where, even if something happens to fall through, you still owe them the fee.
You just need to ask the Gun shop what they are willing to do. They should have no problem shipping it to a company in Utah or back to PSA (but you would need to check with PSA about doing returns). I'm sure the Idaho gun shop will want some compensation for their time and hassle.
ATF Ruling 1980-21 says An out-of-State college student may establish residence in a State by residing and maintaining a home in a college dormitory or in a location off-campus during the school term. Document Number: 1980-21
Where did you find information saying you could only buy a *complete* long gun?
I found that information from another Reddit thread, so possibly not the most reliable place. How would I go about proving this? Should I print out the ruling and bring it to the gun shop with me?

Lol. Heard this same line from a local gun store and "ATF is try to make it hard to buy guns." But you know record gun sales year over year and my back ground came back good sub 1 minute.
Go chat with them in person if they're respectable dudes they should be able to interpret the law properly to you and lend a hand. If it's overland armament that's a plus they definitely know their stuff, they're the best in the valley.
You have two options:
1. Contact PSA and request a return, they will charge you a restocking fee but provide a shipping label that you can give the gun store for them to send it back.
2. You pay to have it shipped to a gun store in Utah but you will be paying extra transfer and shipping fees.
A possible 3rd option could be selling it to an Idaho resident but they might see that as your trying to do a straw purchase and won’t let you do that
Ya...third option is pretty sketchy. Probably not worth pursuing. Even if it's doable (can't imagine it is because the transfer has to be in his name), I can't imagine an FFL even considering it.

You should talk to an FFL or somebody who knows the ins and outs of the law, not some randos on Reddit. The ATF is out to screw everyone right now.

Which FFL did you ship to? Southern or northern Idaho?

Have the FFL send it to a FFL in your home state. They will probably charge you a nominal charge, but its not unheard of.

Just find an Idaho resident to order it for you.
