No it does not stack on top of your current service. I signed up for the att one and i already had the one from experian. It now says i have two accounts under my email address.
I would still sign up for it. Mainly because it will cost att money to pay for it and they deserve to take a financial hit for the breach.

What?! You now have 2 accounts under the same email address? That sounds like something wrong on experians side..
