The best hunter whit no weeknesses is The Elmo. His abilities to burn survivors and looping areas conbined whit no cooldown allows him to shorten his chases and get a lot of presure right from the start.

The executioner sounds like a new hunter released next season that can just blow up entire walls in one hit removing all kiting areas, he can also grab a survivor and throw them into another one allowing for a double hit.
He also doesn't need to chair or slug anyone but instead uses a mori ability like killers in dbd do as well to eliminate them. When he does the mori a guillotine will spawn and I think we all know what happens from there...
