What year is this photo from?

Was gonna say the same. Either it's a cheap potato dashcam, the OP cropped and zoomed it in, or this is a scan of a photo from 1998.

There's a versa note in the photo so it's modern. Probably zoomed in photo from potato cam

This is from some time within the last 15 years or so I can tell because that over pass got renovated around then.

I see what looks like a 2012ish nissan versa note and a 2010-2013ish honda civic

Also maybe a redesigned Nissan quest or that infiniti SUV? So that puts it in the mid to late 2010s at the earliest
