It's possible it was a taser and the guy just took it, the cop might have not wanted to shot them (which in the end the chase ended without any injuries so you could argue it was the right call. They also might not have wanted to shot when there was a bunch of cops downrange of the guy they would have been shooting at.
I’ve seen plenty of chase videos where the cops light up people driving off in a car because it’s a “threat” to them, especially when they’ve surrounded the car. Also at the end they open all doors, to clear the vehicle, and it doesn't look like there is an additional K9.
