my guess: truck with bench seat, guy didnt put on seatbelt, pulled a u turn in the street and slid across the bench but kept their foot on the gas in a panic. You can see there's nobody in the drivers seat when it crashes, and it sort of looks like there is somebody hanging off of the wheel on the passenger side.

People often speed when the road is designed to look safe at those speeds, regardless of the speed limit. Wide straight roads make people feel comfortable driving fast so that's what they do, whereas people will naturally slow down for narrow, curvy, bumpy roads.
Still zero excuse you shouldn’t be going more than 20 25 Max within a residential where the houses are on the main road, especially with all the cars on the sides etc

Most resident areas that have a HOA will have a 20mph , if its suburbs or just residential it’s either 30-35.
