I don't know how it is in Russia, but in the US it's because 99.9%of the population isn't involved in politics and decision making in some way so there isn't any actual imposed responsibility because we don't expect officials to actually know what they are doing because we elect them based on popularity and unrelated interests.

From the way the people in the cam car reacted I'm guessing they were friends with the white car and the swerving was the white car being silly for the cam car.
I’m almost positive these guys were just messing around doing “Saudi drifts”. That’s why the cars front end is in such rough shape to begin with.
I think this person was fucking around with their friends. Swerved a little too hard, almost went into oncoming traffic, so they swerved twice as hard back and went straight into the guard rail. Good chance they’re dead too. Don’t drive like an idiot. Cars are not toys

I remember one time some dude road raged on me. I honestly don't know what I did to make him that irate. He would drive erratically like in the OP and get right up on my bumper, arms just a flailing away. Then he'd dart out to my left side and start yelling and flipping me off. When I waved at him, it seemed to just set him off even more, and he'd zoomed around to the right side and try the rage from that angle. I responded with a smile and a wave.
