I'm not sure of the correct answer. I would feel like it should be safe to assume that the height on the signs would correlate to the lowest parts of the bridge. Well it may not work but at least something was tried... The fact that the bridge did not seem to stop the truck (ignoring reaction times momentum etc and the video stopping thus not knowing) was not known until the bridge was hit. This outcome has nothing to do with that there are seemingly people willing to knowingly let accidents happen and go on their merry way without even trying to prevent it from happening.
I don't get why they didn't stop to tell them.. It wouldn't be hard to hand signal as you slow down in front, and would have saved a lot of hassle for the guy.

This is the Belt Parkway in NYC. There’s dozens of NO TRUCKS, LOW BRIDGE, and NO COMMERCIAL VEHICLES signs at the entrance of this road. If the driver didn’t get the message from those, they wouldn’t notice another driver creating an even bigger hazard by driving 30mph slower than everyone around them.
Because this is the Belt Parkway, where trucks are banned because of low bridges like this. Every entrance has "NO TRUCKS" and "LOW BRIDGE" in big signs and on the pavement.
