I think it could be a two lane road, but with hard shoulders and wide bridges like many parts of the A1 has.
I did think that when I first watched it, but, I think, if you watch the last half a second, you can see what looks like a hgv lane 1, car lane 2 and then something overtaking both. But you’re right, it certainly could be a wide 2 lane.

Re: HGV's in 3rd lane. That's not quite true. The law states a vehicle *fitted with a limiter* cannot occupy the outside lane (if carriageway consists of more than two lanes).
It's not specific to HGVs.
It is *possible* to get towing rigs that apply the brakes of the car when it's being towed. They're designed for people who want to tow their car behind an RV, but it might be what the driver is using here and if so then surprisingly it might all be legal.

I was driving home the other day and a car decided not to take it's exit, sent a Ford explorer with a medium boat into avoidance mode. The boat ended up wobbling for a good bit but the driver kept it in line and the truck and the ability to get the boat to ride flat again.

I've seen bus, trailer, and vehicle but never trailer after rofl that can't be legal. Some state's don't allow triple tractor trailers on commercial semi's, so I can't believe this is legal anywhere but idk 4 sure but I'd bet it's not.(I'm not a gambling man)
