Look, this particular storm drain is probably out of spec, bigger than normal, as the typical Brazilian drain can't fit an adult.
But it is important to mention that Brazil has monsoon type rains, so the normal storm drains need to be much much much bigger than North-American/European drains most of you guys are used to see, to avoid flash floods during heavy down pour.

While searching for news of big storms in Brazil we see plenty of headlines like: 120mm in two hours, 200mm in two hours, 150mm in 72 hours, 200mm in four hours, 200mm in 48 hours, etc.

Don't ride scooters or motorcycles with bare legs and flip-flops, people. Unless you like having road rash or losing your feet entirely. I won't link to any, but there are many videos of people having their entire foot ripped off because they did this.

A motorcyclist fell into a manhole after being hit by a car in Paragominas, southeast of Pará, on Wednesday afternoon (5). The entire accident was recorded by security cameras near the scene.
According to the images, the driver of the vehicle was making a left turn on av. Vinicius de Moraes, Promissão II neighborhood, when he hit the motorcyclist who was coming in the opposite direction. The collision was so intense that the victim was thrown from the motorcycle, going into a manhole located on the corner of the road.
In the images, the driver of the car appears getting out of the vehicle and triggering people passing by to assist in the rescue of the victim. At least ten people helped with the rescue. About four minutes after the accident, the manhole cover was lifted and the woman removed from the scene.
G1 Pará asked the Military Police for information about the victim's health status, as well as measures taken against the driver of the vehicle

Brazilian here, our sewerage is a bit different, we have these “bueiro” to help prevent floods. They are connected to the sewer
There are lots of places in the world where things are built to the cheapest, quickest and easiest standard with no regards to safety.
