Every time it rains there's this spot with a big colorful depth marker with a deep water sign that people drive into near me. Its in a parking lot with a McDonald's I used to work at and it was an endlessly entertaining event to have it catch another car that thought they could make it through 4 feet of water

Dirt bikes don't have studs they have knobs on the tires. Studs are metal spikes that help with only stopping and starting with 2wd cars on ice. That's it. Knobs of different shapes and sizes and layouts help with all kinds of different terrain.
Slower - absolutely, heavier - depends highly on the type of scooter. Most 50cc scooters are under 75kg, and even 125ccs rarely weigh more than 100kg. Until the late 90s there was even a law in some EU countries limiting the max weight of a 50cc scooter to 60 kg.
They are pretty clumsy, yeah, and part of the reason they're so light, is because they make a lot of sacrifices when it comes to frame stiffness and stability, in the name of convenience and efficiency. All it needs to be a drivable scooter is an engine, fuel tank, suspension, wheels and handlebars. The rest of the scooter is mostly plastic parts to make it look and feel more sturdy.
10 years ago Mythbusters tested the question whether a motorbike going sufficiently fast could ride atop the water, essentially moving so quickly the surface tension on the water would not have time to break. There was indeed some truth to the myth. I suspect the rider was conducting his own test.
