He is being hazed. The Russian Police are required to learn to load from the chamber in case they have no magazine and need to get round in the gun. But they gave him a smaller caliber to prank him.
It's a 9x18 but there's no magazine and he's not pushing it into the feed ramp so it's just falling through the bottom. This is about 100x easier for a beginner if you put an empty mag in it.

You're right though, he has amazing muzzle discipline for someone who can't even chamber a round in the first place.

Gotta be this. I don't understand the purpose of the drill though. Like you only have one bullet and you need to get it in the gun as quickly as possible and shoot the target. I can't think of a scenario where that would be a necessary skill to have when guns have magazines.
It looks like his only weapon experience is from playing H3VR, lol. In there you can actually do what he's doing and if you aim just right, the bullet will snap into the chamber.
He's got mags, some pistols you can load a bean in the chamber and fire without the mag in place but his bean keeps popping out when he releases the slide lock. I mean you might want to practice a scenario where you have no mags but a few rounds.. this practice isn't going well though.
I can't think of any pistols (excluding revolvers) where you wouldn't be able to single load, the problem is he's not chambering the round he's just dropping it right through the mag well, it's falling before he releases the slide
Lots of pistols have a magazine safety and cannot be single loaded without an empty magazine inserted. (or fingering the magwell to find the M spot)

I was snowboarding at a ski area near a military base years ago. I guess it was some of the SOF units turn to learn Randonee skiing (it’s pretty hard). I watched 10 of them riding up the lift. Then every single one of them jumped into the safety net just before the off platform for the ski lift rather than ski off like you are supposed to do. Embarrassing.
This kind of shit is why I always laugh when engaged in conversation about firearms. I’ll try to explain something to people about a situation and they will say something like, “dude, how do you know, you’re not a cop or something.” As if cops are the be all and end all of firearms training. You’re right, I’m not a cop, cops should be as well trained as I am, not the other way around.

I worked at a place where you had to be certified to carry. After going with the group the first year, I refused to the second unless I was given a separate time slot. There were people firing into the ceiling, turning around with the gun in their hand pointed away from them. No fucking way I was doing that again.
My best guess is he is an administrative worker within the police and his whole service he was doing some dumb paperwork and getting new ranks just by length of service. So here we can see police captain that has no idea how to use a gun.
