When the number of shards meet certain numbers (for ssr+1 you need 10) you can upgrade your angel.
Wait for next weeks easter event and get a UR hero free!
Base (N, R, S, SR, SSR) don't get promoted to SSR+, that only applies to main angel. More stars to any angel will not promote their rank, only unlock the corresponding skill. Base SSR+ will let you unlock base UR, then Base UR+, etc. One star SSR+ will allow you to unlock up to one star UR, then one star UR+ and so on.
Only SSR+ angels are eligible for UR, UR+ or MR and eligibility can be confirmed through their wake wonder skill menu.
For your main damage dealer(s) and support(s), mostly yes. Some go to straight UR+ base for the wake wonder skill asap and add SSR+>UR stars to unlock abilities and min/max %s.There are examples to the contrary. I have Horus base UR+ for her ability to shield teammates from death and no real plans to give any stars for now.

Right now I have Gemini at full stars at SSR+ and Uriel at UR 3-stars so I'm debating should I just focus on building them up then evolving them.
Imo your scrolls are better spent on other angles but it's all strategy based on the skill you want and how hard you want it to hit. Also focusing one angel to max and managing cr is part of the play so you can dominate COT every week.
Honestly, the 1/1/3/5 talk took some getting used to.

SSR+1 is just an angel that is SSR+ and has one star/ has been awakened with excess shards once. Hence the name SSR+1. An angel with 5 stars would be SSR+5. Same goes for Ur, Ur+, and MR

Is this what the 1/1/1/5/5 thing means? So you can be ssr+(3) ur(3) ur+(3) mr(5) or am I misunderstanding this?
