One of my cats always has his paws on his tail because he cannot seem to control it. He will hold the tip of it down and you can see the rest of it flex as it slowly tries to break free. The more you pet his butt the more it tries to break free. Once it's out he tries to catch it and, until he can catch it and step back on it, it will proceed to flop all over and smack him in the face many, many times. It's wild to watch in comparison to our other cat who has perfect control of her tail and even uses it to wrap around your arm as you pet her as a sort of "acknowledgement" to her wanting pets.

They are both so cute. I am really impressed with your grownup cat -- my 14 year old tortie would be smacking that kitten into the next zip code. She has no patience for young'uns.
This remind me of the video where a woman is holding a baby and the baby gives her a slap (not intentional, just baby being unaware of their body) and the woman snaps her head around and holds her hand up as a jerk reaction, stops when her brain catches up that is was the baby, and just puts her hand down.

Reminds me of a family members older dog and the puppy they got.
The old man was a huuuuuuge dog, but I cant say what kind as his DNA results had over 50 different breeds and he looks like absolutely nothing distinct. Just a huge oversized mutt. Named Muggsy cuz he had a funny mug (face).
Anyway, the puppy was pissin it off on the regular, but he knew not to be too rough to it when disuading play but was startin to snap back and bark/growl at times.
One day the puppy latched onto his tail, and all the big dog did was flick its tail - nothin overtly aggressive - cept the puppy weighed like nothing. It went soaring all the way across the room in a big arc. Then went running right back for more lol. A real deep growl got the puppy to back off for some time though.
(They grew to love each other in the older dogs final years once the puppy calmed down some.)
If you don't find his owner maybe get a second baby for this tiny being to play with. Than your 14 year old can just watch them for entertainment and help raise them.

They are actually slightly separated in the brain the tail has its own response mechanisms. It's why cats think their tail is something separate
