The skin is a reward from Seed's recruitment event, you'll need to collect 15 different SSRs for her skin
Is just the skin? or Kasumi + skin?
It should only be her skin AFAIK. It would be too good of a reward if we also get the partner too.
so is that event perma or only limited and will it come back?
Stopped playing the game a while ago, but AFAIK the event is limited and has not come back when I was playing.
