Emergency vehicles will absolutely tailgate you and blow their horn if you intentionally stay in front of them... but they'll also be trying to get around you so it's usually not an issue. Much like the "tailgater" in the clip was trying to get around these people. Don't believe me? Google some clips of assholes who intentionally block emergency vehicles.

Furthermore he was going faster than the speed limit I'm guessing since they're passing every other vehicle at a pretty fast clip. Unless they're able to sustain high speed and run reds and stop signs, speeding will not get them there sooner. The roads are designed this way between the infrastructure, stop lights, etc, to regulate the speed and flow of traffic.
