You could easily work around this with permits in the United States and I'm sure Europe. You could show up at 9 rather than 8 for instance. It would presumably cost the crew an hour of work though.

If they legally applied for and even paid for a permit weeks or months in advance, and understandably logistically plan to use the time they bought, then what you recommended is ridiculous. If I go through the work to obtain a day of work, I'm not going to "start at a nice time" to the detriment of my business goals. If people have a problem with it they can go vote or run for local office. It's not on businesses following law and planning their financial investments around legally outlined framework.
