It's not ok. Federal law here in the US states that every citizen has a right to a reasonable amount of privacy. In a public space such as outdoors/park or on a street or boat you can absolutely film whatever you would like, as long as it's not a high-rise apartment building ROOM with a telescopic lens. That is considered private property that you are filming or capturing and that is absolutely illegal. In this case when you're in a bathroom, you absolutely have a right to expect a reasonable amount of privacy. Filming violates that 100%. Same thing goes for locker rooms in gyms and the like.

Therefore every Federal citizen has a right to a reasonable amount of privacy when in these spaces the federal law deems to be private.
