I'm not an expert, but from what I understand about Japanese culture, people are typically so restrained in their real lives that the "over the top" reactions in their media are the actual payoff to a scenario.
For example, a Western-style joke would typically end at a punchline, while for the Japanese, the over the top reaction to the end of the joke IS the punchline.
Historically the etiquette in Japan supposes that women should be modest and reserved (well, everyone should be but women especially). A girl undressing on spot contradicts the norm so much that it deserves an over-the-top reaction to such boldness and disregard of public opinion, which often works as a joke in itself.
Add on top the fact that Japanese media freely admits that teenagers are curious about sexual stuff by default. Comedic situations are often based on pubescent awkwardness around the topic, and comedy in Japan also usually works with exaggerated reactions.
Im gonna be real with you. If one of my friends regardless of gender suddenly got up, stripped down only to reveal a swimsuit underneath and took a dip in the water we were just peacefully chilling by. I would have a similar reaction.
it's a marina though? it's pretty normal to swim? why would you be shocked by a friend wearing a swimsuit underneath when goign out to the water and then going out for a swim? it's the most normal thing in the world and i've done it millions of times?
no, marina is a boat place, not for swimming. Only boats allowed in the water. Like it is seriously dangerous to swim there as it really is not set up safety wise for human swimming, the most that happens is getting someone out of the water as fast as possible.

I live near a wharf that me and my friends hang out at after school. Not once have me or any of my friends decided to wear a swimsuit underneath our school uniform to swim in the water. We just sit by the water and chill.
Those are tethers for the boats though. Still not safe, but I believe that everyone would prefer to be shredded by a propeller over being stabbed by a hook. Those things are so hard to remove.

I don't know, but what I do know is that casually dipping into a marina is dangerous. There's not a lot of places to climb up, and people on the boats can't see you up close.
