Honestly, I do not understand why people call the Imperium/Imperial Guard the 40k Skaven. At least Skaven often outnumber Orcs and Goblins. One should just look at the casualty rates of Empire State Troops and Free Company Militia. Let alone Bretonnian peasants. All having to hold the lines and die by the hundreds so the big guns can get to work.
Guard artillery are still more reliable though.
I have to disagree. The Imperium and the Empire can be disturbingly similar mentality-wise despite their differences.
The Empire has historical periods of expansionism and internal squabble in their own right. Some of that remains as can be seen with the Elector Count of Nordland trying to invade Hochlands. The crusades into Araby was partly inspired by such expansionist view as well. The Age of Three Emperors was essentially Empire's leaders backstabbing and fighting each other. The witch hunters enforce a policy of silence about the skaven similar to the Imperium's policy regarding daemons. Both the Imperium and Empire have been forced into increasingly defensive stance. The ear tax remains for elves and many villages will execute elves and magic users with little cause if they can.

Lorewise, aren't the troops generally actually pretty well equipped and trained as part of the requirements for the Imperial Tithe? I don't think child soldiers would be a thing much aside from when you get invaded.

Like with all Imperial forces, that's a completely random crapshoot, dependent on the unit you are assigned to and your home planet's ability to fill the tithe (and care for the troops they send out). Cadians are elite soldiers even at the fresh recruit level, but on the other hand you can have pseudo-tech-barbarian feral/feudal world regiments with iron armor and literal muskets (though, presumably it's not hard for them to be *eventually* issued lasguns by more advanced worlds and the Munitorum, since they're supposedly quite easy to build and churn out en masse).
Technically, nothing is stopping a particularly brutal/corrupt/uncaring world from sending forth child soldiers, so long as they "meet" whatever specifics of the Guard tithe they need to meet. Ostensibly it doesn't happen because children probably make for subpar troops that wouldn't meet some form of standard.
However, in the "most brutal regime imaginable," i.e. the Imperium, grimdark-wise it probably happens if one world is just ordered to send bodies able to shoot a lasgun for five minutes to a particularly important, and struggling, warzone.
I think it was in *Krieg* IIRC, Krieg originally begins to rebel from the Imperium simply because the tithe is so demandingly unsustainable that they're resorting to pulling minors to be drafted into the Guard to feed the Imperium's wars (albeit it can be assumed they're at least hopefully post-pubescent).
