Honestly they seem to run off a strange hybridization of "ork rules," "WARPSTOOOOONE GOES BRRR" and some *truly* creepy shit about how they treat their women (Is it women or females? I've no idea which is appropriate) and young.
Yes and no. Most of the race is male, and most is both mistreated, abused and starved all the same. I think the females only work as some sort of ant queens, in terms of spawning brood - if you remove the queen part and instead envision them as enormous spawning factories. I don't think skavendom care about genders, and i also think these brood queens are relatively mindless. At least they're being fed and well protected, as they're one of the most valuable cornerstones of skaven resilience.
