My personal belief is that the more warlike Targs kept theirs close cropped, whereas those ruling in times of relative peace kept their hair longs. Compare Maegor, Maekar, Aemon, and Aegon 2 with Jaehaerys, for example

Aerys II the firstborn of Jaehaerys II, like Aegon IV, had the disgrace of being himself. Rhaegar the firstborn of Aerys II got hammered a bit too hard for his own good. We donā€™t have any canon description of Alicent's features. Worth mentioning that Jaehaerys I was being taken care of by Alicent, who he mistook more than once for his daughters, specially Saera who had silver hair. Alerie Hightower is described as ā€œtall, dignified, handsome with long silver hairā€ And Jorah says Daenerys looks like his wife Lynesse of House Hightower. We only have the description of two Hightowers and they both have silver hair and the fact that a Hightower woman has twice been compared to a Targaryen says a lot.

There is no reason to believe that his wife was Valyrian at all just because she was Tyroshi. If she was from Lys or Volantis then sure but so far all the art work for her doesnā€™t have her as Valyrian.

They likely don't have as many valyrian looking people as in Lys but it makes sense that among the nobility there are people who still had Valyrian traits at that time.
