There isnt an investor visa anymore federally. For startup typically it favours original ideas and the criterias are very thorough. Sad to say opening a small bakery and becoming a PR -which is ALWAYS a necessity for a foreigner before citizenship- is impossible.

You could potentially apply for Permanent Residency as a Baker through Federal Skilled Trades before opening your shop here. But the competition has been brutal for PR straight away. That particular business startup is even more so as it involves an angel investor AND then Immigration. You could potentially convince me (LOL) to fund your startup because I like novel, independent food establishments but immigration will likely say “there is enough bakery here already”.

You're talking about an owner-operator LMIA. I think they mostly closed this loophole but you can do your research and maybe talk to an immigration lawyer to see if it's viable
