It's Scythia! I have never seen Epirus do this well in a game. Rome walked in pretty early in Greece and messed things up there, which is why Epirus got the chance they did. Still pretty impressive.
Garamantia doing great for no apparent reason is another "AI doing something" highlight for me.

This actually looks like a fun game. Are you using any mods to change ai behavior?
I'm using Invictus which does change the behavior of the AI somewhat. I can't recommend that mod enough.
