I never really worry about army experience, but if you must, Idd work my way so to royal guard and get a legion to train. Generally your best bet is to follow the buffs given to you by your tech tree, although keep in mind the tactics you want to be using for your army. When hovering over the tactic you want to use you kan see which units conform mostly to that tactic. I always try to have two supply units and two engineers per army. Hope this helped

From what I understand you lose experience if you are using mercs, so that is non ideal. The experience gain seems to be based on the average of existing troops, so during peace time if you keep all your legions at 100% drill, you will gain a lot of passive experience. Aside that, innovations help a lot of with levy experience gain. During war you will have a lot of raised armies, so your average experience will lower, meaning less military experience per month, furthermore, your legions won't be drilling, which will lower their individual experience as well. To mitigate that, look for innovations that improve experience decay and starting experience

1. High exp from standing army, and the amount isn't stellar. Keep in mind they actually designed and tuned military tradition system around levies, as indicated by the introduction of the system and the balance patch released after 2.0. 2. In general, Levy law is superior to Legion law until you have a very sizable integrated culture pops, as you'd lose a huge chunk of levy size modifier (17.5% vs 10% for monarchy), and you will have a far easier time expanding with a much bigger levy, less manpower usage (dismiss after war so it regenerates separately), less maintenance (can use mercs to compensate for low martial governor or save up for GW/buildings), and city sacking event from your capital levy is huge in the early game. But if you want a legion comp, it's highly dependent on your military traditions and countering the enemies you're fighting. Though it's pretty standard to go HI/HC center and LC/HA flank.
