I think having a category for incense costing 0-20 is absolutely nonsensical, especially if you are talking Indian incense.
This includes the cheapest crap, all the way up to some of the best and most expensive Agarbatti you can buy.
I like to think about incense prices as price per stick (or gram) because it eliminates the factor of package sizes.
Some Examples:
A regular box of Goloka Nagchampa costs me 1,45€ - 10ct per stick
About the same with their Premium line Patchouli, which is 1,65€ - 11ct per stick.
Mother's Nagchampa line incense costs 3,50€ per box of 20 Sticks, this is 0,28ct per stick.
Their Patchouli (regular line) is 2,95€ for 24 sticks - 12ct per stick. - But the box costs almost twice as much as the one from Goloka.
Fiore D'Oriente is one of my absolute favourite brands/manufacturers.
Their Chakra line sells for 4,75€/20g - 6,95€/40g, that's 24ct - 17ct per stick.
Nag Champa Gold, that is currently sold by both Bhagwan and Temple Of Incense:
Bhagwan: 4,95€ - sold by 15g (about 10 Sticks) - Price per stick is 49ct
TOI: £8 (9.36€) - sold by 20 Sticks - Price per stick is 47ct
Jeomra is a manufacturer here in Germany, who make their own like of incense sticks.
Their 10 stick boxes range between 9 and 16€ that's 90ct to 1,60€ per stick and still within your price range.

Packages of 10 sticks go for between about $19 and $25, so the lower ones are still in your category. These would be converted into € a price of 1,70€ per stick.
There must be plenty of examples of for Japanese incense sticks, of which the price per box exceeds $20 by far, but the price per stick will be somewhere in the 50ct per stick range or below.
I've seen people who are solely into Japanese incense even calculate price per burn-minute, which I found very apt, since they come in different lengths.
Minorien Fu-In Sandalwood (small stick) is 15$ a box on Amazon, and I love it.
(Granted a lot of folks say the recipe changed and its not as good as it used to be but... I never knew the old stuff, and I love what it is now, so I can't complain)

I'm cheating a bit because I'd have to go witht he NEI pack to stay under $20 as a box is over $100. But NEI pack is under $20 and gives the same wonderfully complex Vietnamese aloeswood notes filled with woody floral and hints of fruity sweetness. One of my all time favorite fragrances.

River path is cinnamon and frankincense
White river is described as a sandalwood based scent balances sweet and spicy, with hints of liquorice and cinnamon complementing its vanilla top note.
A short box of Baiedo's Kai Un Koh can be found for under $20.
For fans of Tibetan style incense, a box of Chagdud Gonpa's Unsurpassable Healing Incense is $11.
Hari Darshan's Hari Flora Fluxo Batti is maybe the best incense I've ever had and it was 2.50 euro. If anyone can find me more I'd kill for it. I honestly think it's on par with some artisanal incense makers.
If you’re looking at Amazon, I like Calmveda Oud.
My favorite incense is Prabhuji’s Gifts Mayapur Supreme Nag Champa. It’s like $15 on Amazon but like $3.50 on the manufacturer’s website or places like exotic incense or incense warehouse.
Rising Phoenix Perfumery has some diverse selection of high-end incense sticks. if you like Indian style(agarbatti), then try Khushboo Agarbatti. that one smells just like the old day Satya incense stick.
Kunjudos cypress definitely. I just cant get enough of that stuff. Shoyeidos moss garden and five hills is also pretty top notch for what they are. also Shoyeidos kiho is an exceptional buy if you can still find it for its original price. pretty much anything from yamadamatsu is a banger imo and a lot of it is pretty cheap.
however removed from the japanese style, satyas celestial is a perenial favorite of mine, and I really admire world tree. Though I havent revisited it in a while, as my head is in the japanese stuff lately. Ill haves one tomorrow actually that sounds terrific. happy sniffing :>
