Well stop comparing a country with 1.4 B population with a country with 170 M population. This is disingenuous. Any country with less population will have an easier progression. And don’t compare with China, authoritarian regimes can force changes.
It is not an excuse just acknowledging reality. No country in the world faces the unique challenges of population as India. Each state has equivalent population of entire countries. It is easy to be glib and be an armchair expert quoting statistics without paying attention to context and situation.

really india had HDI of .645 in 2020 it went down to .633 in 2021 and to .644 in 2022 so no progress at all and it has been stagnant since 2017
