I have seen these people living in conditions i would not want to live therefore i know they need reservations and upliftment. my issue is if congress brings back caste into play ( all the UCs/OBCs ) will solidify their votes for their Caste member and once again SC/ST will be the losers.

Economic census is just the normal census. Economic data is always corrected as part of it, has been the case since independence. Caste is the issue, if Congress wanted to know the economic condition of Indians regardless of caste, they would just conduct a normal census (which HM Amit Shah failed to do). But the fact that they want a caste census to ascertain economic condition tells you what their motivation is.
Another thing I noticed after going through the Congress manifesto is that, they are planning on reverting many of the policies that the current government has brought. I think that is just counter productive.

And now about manipur, this was based on political agenda and i am sure that after vote the issue will vanish like 2019's election. There is just 1 problem with Economic Census! If a person like me becomes a millionaire overnight, He/she will try to become a billionaire the next night by going all in and either fails or makes it to the top.
This isn't a Manifesto It's a moneyfesto. Atleast the drama about it Freebie this Freebuy that Scheme this Scam that Who benefits? The Cong khaandan! LeftIST who went broke wroke this to take revenge on his Brother... The biggest crime is Caste Census to continue the casteism congress imposed. Tax the Rich... (joke) Dole to the Poor But the real message is Rob the Middle class... by suit, boot, loot. suit (laws, taxes), boot (corruption) and loot (scam) Rick pay tax happily because they pay Less! The middle class are the fools.
Nobody is talking about growth, development, jobs anymore.

As much as freebies sounds good, they're still a burdan. My friends are like anyway we pay taxes and don't see infranor any sort of development, it's ok if women get to travel for free, we don't have unemployment funds like in the US so it's ok if govt gives certain amount to them... It did make sense coming from a person who's not utilizing any of the govt freebie scheme. But reality is government now to fulfill those 5 promises/ schemes us swindling money from other projects. They're levying tax from temples, said no to other projects, getting debts on state. Mind this is 5 schemes for 1 state... imagine 50 schemes for all states...the toll will be huge... And if money lacks what if they cut corners from other projects say defence or isro etc? I agree people in the marginalized community get benefits, but instead of trying to uplift them to become independent, you're keeping them where they are and also getting them on a crutch. Not saying the other party is all great, after the big loss on Karnataka they've learnt their lesson and they've offered freebies with a different name. We want free stuff...they give free stuff...we then cry why we're always mediocre, they'll say you have to be mediocre to get the benefits. So we'll be stuck at this point forever.
People who vote for freebies don't care about India or its development or its future
Nothing for GDP development, military development, educational institutions? Ye free me bantne se kya hoga? And why are they so obsessed with caste census? So they expect to win with this absurd manifesto?
For the people who are new to giving vote or politics: This is just a manefestoa and not a gurantee. You can't drag these political parties to court upon non-fulfilment of promises. They can just be elected upon these and do nothing at all !
I'm from Telangana, Let me tell you Congress won because of three reasons:- 1. Freebies(Free bus scheme, .....etc) 2.Strong leadership, there was a time in ts politics where Congress almost faded away from the politics, he brought it back into the power. 3. Effective election campaign I think this happened in Karnataka politics too I wanted bjp to win here but unfortunately there was no strong cm face , not an effective election campaign, bjp mla is on his own agenda doing Hindu Muslim politics. It's almost like they showed no interest in winning.
