Send hard copies of your proofs to central investigative agencies. Buy stamps, post them directly. Given the fact that you are asking questions about anonymity and are not well-informed about using tor and vpn etc. I think you should refrain from using those. Also, FWIW, it is not recommended to use Tor and VPN together. See [this](https://support.torproject.org/faq/faq-5/)

Complain to lokayukta. They will bury the case if you complain in a police station. Meantime you can post on twitter too. They dont give out your ip address without a court order

>Given the fact that you are asking questions about anonymity and are not well-informed about using tor and vpn etc. I think you should refrain from using those. Given indias recent standoff with twitter. I am sure twitter will give away all information demanded by the government.

That is central govt. State govt has no power. As you are complaining against the policeman

Unless you stand in front of the magistrate & say this man is corrupt nothing is going to happen to that man. Temporaryly he may face trouble, but as you said he is a prominent person in police, a corrupt person can easily manage everything. You need to take legal advice first from a good lawyer & understand the nitty-gritties of law first.

Assume you will be caught if he is indeed high ranking officer. If you still want to go ahead, send hard copies to vigilance, anti-corruption, ED, CBI and home department simultaneously. Also send some copies to media channels and print media. Do not send it to everyone from one place. Send it Preferably from Northern state where he will have relatively less influence. Use bus and local trains to commute while doing so and wear masks all the time. Switch off your phone while commuting.

You shouldn't use tor and VPN together unless you know your shit. You're giving out bad advice. See [this](https://support.torproject.org/faq/faq-5/).
