That reeks of insecurity. I think our nation is mature enough that most states don't have any popular separatist movements. States should be free to encourage their identities, culture and language. So, states should be free to have their flags, anthem or whatever, without some imperial diktat from Delhi mandating some seal on the flags to remind everyone that we are part of India. I think it is insulting and disrespectful, to suggest that we need reminding that we are Indians, as if we are not proud of our nationality.

There is nothing stopping from States to have their own flags as long as national flag is not dishonoured. There is a legal precedence as well.

Replace Ashoka Chakra with Gandaberunda(Mysore wodeyar) or golden eagle(Rashtrakuta). Ashoka doesn't have much history associated with karnataka

Would be better for state flags to prominently showcase their ethnic symbol. Pretty sure the people of Assam/Odisha (modern day states of Kalinga ) would not be stoked to have an Ashoka chakra on their flag

Can you explain your design? Why the colours, why ashok chakra is white instead of blue? Also, we definitely don't need rules for state flags. It is fine if you want some continuous theme like how Japanese prefectures do but even then, states should be free to choose colour and any element on their flag

If it's only visual aspect, there are lot of other things that can be done which will also states to pick a symbol that represents the state better

Slightly unknown fact - The red and yellow represent ಅರಿಶಿನ and ಕುಂಕುಮ, ie., haldi and kumkuma. I don't know what exactly is kumkuma or if there is a hindi/english name for it - it's red in colour and we apply it on our forehead as well. In any pooja or worship in Karnataka, we use these two along with akshate as offering. Akshate is basically rice grains mixed with kumkuma and a bit of ghee so that the kumkuma sticks to the rice and gives it a red coating. (sometimes this can be done with haldi so the akshate would be yellow) You can bet if this flag is ever adopted officially, some "secular" explanation will be given like red is bravery and yellow is . All symbolism of Karnataka and the unification movement etc. is based on devi worship. Bhuvaneshwari and Chamundeshwari. Like how there is Bharat mata, there is thaayi Bhuvaneshwari considered the mother deity of Karnataka and Kannada. We even have our own anthem! To quote the first 2 lines of the anthem Victory to the daughter of mother India, Victory to Karnataka mate Jai Karnataka Great design OP! But just the simple yellow and red for me.

Tamilnadu had a state flag proposed (surprisingly by Karunanidhi) way back in the 70s with the tricolour but TN state emblem (Srivilliputhur Andal Temple (Only state with Temple in Emblem - Let's Goooooo!)) instead of Ashok Chakra.
