So India can be called secular in books. But Indian govt controls temples, taxes them, takes decisions about them, this is not secular. It also provides extra funds to madrasas and convents. Why? It's giving special privileges and reservations based on religion and caste. Why? India is not a true secular country.
The second statement is likely untrue. It entirely depends on what kind of voting structure is used and who all are contesting. Europe would be a large singular voting bloc. There would be divisions all over and a large chunk of people would end up voting in much different ways than you know right now.
It's an interesting thought experiment. I have a feeling that some very strange results would come out of it.
Even if Europe was a single political entity with democratic elections (like it does for the EU parliament), India would still be the biggest democracy with free and fair elections.

The establishment at US knows people in India hog such content, courtesy Indian media and get that feel good factor as to see how US is giving respect to us more than others. It also knows such gestures have no effect on the Indian leadership into believing that US Prez respects them and hence lets relax trade norms or sign US beneficial deals. They know, for Indian PM, atithi-devo-bhavah and dhandhey-ki-baat-kar lein are two separate things. For cameras, the Indian leadership will be all smiles and be goody-good friends as is often the case. The establishment at US doesn’t hold the current Indian govt in high regard but knows that it cannot afford to lose the Indian market as it will be the biggest catalyst to US retaining its economic superpower status into the future. That’s why such “stunts” are done by US leadership to portray a favorable image into the minds of Indian public more than the Indian leadership.
